All too often we've
heard the claim - this new government program "won't cost a dime." The
fact is, everything comes at a price, especially government mandates.
For too long, policymakers have rarely had the benefit of knowing the
true cost of their proposals. Because the business community - particularly
small business - lacked the means to objectively quantify the cost of
complying with new laws, we couldn't stop them. We were forced to just
pick-up the tab. That's now changing.
The Ohio Small Business Council's (OSBC) vigorous lobbying produced a
new law in 1999 that will help lawmakers' identify the economic impact
of proposed legislation and rules on Ohio businesses.
Throughout 2000,
two one-year pilot projects will look at the compliance costs of certain
bills, resolutions and rules before they're adopted. These economic impact
analyses are the first step in spotlighting and reducing the burdensome
cost of government mandates on Ohio businesses. We're sure you'll agree
that's a step in the right direction.
