The committee received written opponent testimony from Daniel Navin, assistant vice president of tax & economic policy for the Ohio Chamber of Commerce. In the letter to the committee, the Chamber said it had significant concerns on at least three major provisions in the bill - 1. dualling, 2. prohibitions on the manufacturer from recovering costs of warranty repairs, and 3. time limits on when manufacturers can audit dealer claims for warranty reimbursements and sales incentive payments. The Chamber noted that all three issues, if adopted, would clearly increase a manufacturer's cost of doing business in Ohio.
The committee also heard interested party testimony from Bernard Swiecki, director of marketing analysis for the Center for Automotive Research. He told the committee that a better model for the distribution and marketing of cars is having fewer dealerships but with each dealership having a larger market share, rather than a large number of smaller-capacity dealerships. |
